Commissioned by the ACCESS Blockchain Association of Malaysia, the analysis reveals an industry with signif icant potential, currently navigating a complex landscape of regulatory development, public perception issues, and operational challenges. Global market forecasts indicate substantial growth in cryptocurrency mining , presenting an opportunity for Malaysia to
capture a share, provided the right conditions are established.

A critical nuance in the Malaysian context is the nature of legal mining operations. While large-scale, publicly declared mining entities are not prominent, industry intelligence indicates the existence of medium-to-large scale legal mining operations choosing to maintain a low public profile. This reluctance stems from significant security concerns regarding physical assets and digital holdings , a lack of confidence in the stability and clarity of evolving government policies , and  the pervasive negative public perception overwhelmingly shaped by media focus on illegal mining and associated electricity theft. This widespread illegal activity causes substantial f inancial losses for Tenaga Nasional Berhad (TNB) and poses safety risks , yet inadvertently signals considerable underlying interest and potential scale for mining within the country.

Formalizing and encouraging the growth of the legal sector could translate into significant direct economic benefits, including hardware/infrastructure investment (potentially leveraging existing assets like malls, as explored by groups like Hatten Land ), job creation , and fiscal revenue through taxation. Indirect benefits could stimulate related tech sectors (including data center hosting ), drive renewable energy investments , enhance skills , and improve Malaysia’s tech investment climate.
